Does PacketShaper send tcp-zero window packet in TCP rate control environment?

Answer

Yes.

When you use rate policies,  PacketShaper actively changes the window size and the acknowledge number to enforce the configured rate. PacketShaper can publish the window size of 0 if there is no bandwidth left to allocate to the flow.
