When does a PacketShaper count "tcp-retx-pkts"?

Answer

A packet is counted as a retransmitted packet if the PacketShaper sees the same sequence number or an older sequence number. Usually, same and older sequence numbers are true retransmits but in some redundant topologies the PacketShaper may count some out of order packets are retransmits as well.
