What does the "Failed to read update data from URL. Got CURL error '7'" error mean?

Answer

I've just upgraded to Reporter, version 9.2.x and I'm seeing these error messages.  What do they mean?

   Failed to read update data from URL. Got CURL error '7'

This message is generated by the Curl library, when Reporter is installed on LINUX.  Of late it has been seen in a Windows environment.  However, the message is benign.
